Halff’s Overbey and Young Inducted into TTU’s 2025 CECE Academy
RICHARDSON, Texas — Halff Richardson Operations Manager Jarred Overbey and Water Resources Deputy Practice Leader Jack Young were inducted into Texas Tech University’s 2025 Civil, Environmental, and Construction Engineering (CECE) Academy.
The CECE Academy recognizes and celebrates the achievements of civil, environmental and construction engineering alumni of Texas Tech.

Overbey, a 2004 graduate of Tech, has been with Halff for 20 years and has spent the majority of his career working in the water resources practice. He has experience with hydrologic and hydraulic modeling and mapping software, including both steady-state and two-dimensional modeling. He is heavily involved in the Texas Water Development Board (TWDB) state flood planning efforts and has led citywide floodplain and drainage master plans. His attention to detail and ability to document and present the feedback received in a concise and usable format have allowed Jarred to become one of the foremost leaders of discovery and state flood planning outreach initiatives.

Young, a 2008 graduate of Tech, offers strong technical expertise in water resources engineering, focusing on floodplain management, mitigation and FEMA-related initiatives. He collaborates with communities, state agencies and FEMA to develop hydrologic and hydraulic models and floodplain maps that support adaptive risk reduction. He has served as project engineer and manager on multiple Texas CTP studies under FEMA’s RiskMAP Program. He also facilitates the North Texas CRS Users Group and advises the City of Dallas on community rating system strategies, enhancing flood resilience through improved floodplain management practices.
